Sounds like you are wanting to move out at 17 to live with your 16 year old girlfriend. The easiest way to move out at 17 is with permission. If you leave without permission, your guardians can generally file a runaway report for you with local police. Typically if you are found by police you would be returned home. If police have different protocols for 17 year olds that would be due to the local police protocol or state laws.
