16yr daughter ran away for 4th time

i dont know what to do with my 16 year old daughter that keeps on running away from home. i know where she is staying now. shes with a older than 18yr old man. im not sure what to do should i call the cops on him but then shes going to run away somewhere else and im not going to know where she is at. i am physically and emotionally tierd. im a single mom. is there any help i can get that wont be so expensive?please help
