I am an adult but my younger sibling (who is a minor) lives with their mom (we share a dad but have different mothers) in another city (same state, WA). My sibling has expressed strong desire to run away due to the hostile home environment. I strongly suspect abuse and my sibling's friends have reached out to me saying they've seen abuse. Can I or our father, who has partial custody, take my sibling from that environment without their mom's permission?
