I should begin by saying that the minor in question is not myself, but is a friend's brother. I myself am twenty years-old and independent. My friend's brother, on the other hand, is fifteen. My friend, who I won't name, suffered terrible verbal and emotional abuse at the hands of her parents before she was able to move out, and I'm more than sure that her brother is, too.
Her brother, moreover, has been threatened to be kicked out of his home (at fifteen) numerous times to the point where he believes he will be given the boot over the summer once the COVID-19 epidemic dies down. Given his age, if he's kicked out, would he be considered a runaway? I'm not sure he could be emancipated, and he lives in California. My friend is currently trapped outside the country and, as much as I'd like to help the situation, there's nothing I believe that I can do without putting myself at risk of legal troubles in my friend's absence given that her brother could be considered a runaway.
How do the legalities of this work? Could his mother really kick him out and then claim he'd ran away? Would there need to be some form of specific evidence proving she personally forced him from her home?
