16 and need to move out. please help.

I dont live with either of my parents, i live with my sister. My mom gave her legal custody of me because my mom is not stable. i cant live with my sister. she keeps taking me out of school and she recently took me out of school to move to Oklahoma because she wants be with her fiancé. My dad lives where i use to live, Washington, and i want to go live with him. The problem is my mom never put my dad on the birth certificate, and she always tells me she will but never does. can he adopt me without them knowing? can i put myself into a foster care so he can adopt me? please help. im really concerned about my future. thank you.
