Can't bear to live with mother, CPS isn't helping much

I'm 16 and starting in November myself and my father who had full custody of me were living with my Aunt, but during said time he had became incarcerated and my mother took Custody notice the following month. Since then my life has been a living hell, she beats me and is a constant verbal and emotional abuse to me. She has been reported to CPS several times and they have decided that while the situation is unhealthy, it is not enough to remove me and she won't consent for me moving back with a relative. I just want to pack up my bags and leave sometimes.

It's understandable that you want to leave. You mentioned that you are 16, so you would likely be considered a minor if you leave home. If your mom files a runaway report for you, you could be taken back home by the police as well. If you are deciding that you will still be leaving home, you may want to think of a plan for how you would survive. It can be be tough to live on your own as a minor.
