I am 19 years old. I currently live in California. I have always had thought of running away or moving out from home because my parents are very strict and do not want to understand my wants. I have a boyfriend of 4 and a half years who is willing to help me with this. I am currently looking into work.

Would there be any way of my parents filing a runaway report? Would my parents be able to get me back home with the help of police?

The legal age of adult hood is 18yrs of age. Unless there are some other legal circumstances that keep your parents as your guardians at 19yrs of age you are considered a legal adult. The police would not take a runaway report for anyone 18yrs or older.
