Grouphome runaway turning 18

Hi, i live in georgia & i have a close friend and she’s been in DFCS since she was 14. she’s ran away multiple times & she always comes & sees me. Now i love her & im very concerned. She’s about to turn 18 in May & she ran away from her group home a few months before she turned 16. we just wanna kno if she waits till she turns 18 will she be able to renter society & get all her paper work nd start working or will she still have consequences to face?

She can try to get her paperwork like birth certificates, ID, etc from her local vital records office.
