It sounds like you're asking whether or not he can apply for an ID if he is a runaway. It also sounds like you are thinking that the runaway report will expire after he turns 18. We are not a legal resource so we can't answer those legal questions. In order to find out whether or not he can get an ID card, he can check with the local DMV for more information on what the requirements are.
