Hi,
I have a friend that had an expired id from one state and just moved to another. However he was born in Germany and speaks to neither of his parents. He had no way of obtaining his birth certificate without valid id and can't get valid id without birth certificate. What should he do?

Because we are not legal experts here we can't give legal direction on how to obtain a birth certificate. Being born in another country means that his paperwork is likely at the vital records (or similar office) and he might need to find a way to get in contact with that office for his official birth certificate. If your friend is born in Germany, he would most likely have a passport. Maybe that can be helpful in obtaining those documents. The best place is to try calling a records office and see what they might suggest.
