First of all abuse is never okay and your father should never touch you inappropriately. One option you could consider is to file an abuse report. You can file a report by calling us or calling The Child Help line at: 1800-422-4453. If you are in immediate danger please call 911 as soon as possible and an officer can assist you.
You mentioned wanting to move in with your brother and his wife. We are not legal experts but do have some information on the laws. If you were to leave home without permission your legal guardian does have the right to file a runaway report. If the police do find you they most likely would bring you home if it were safe. Because you mentioned abuse they may investigate before sending you back home.
